Job Summary:
To provide strategic analytical advice, leadership and services to enhance the division's data analytics capabilities in the development and sustainment of accurate, consistent, relevant and timely business information to support strategic planning, decision support, public information and engagement.

Major Responsibilities:
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Prioritizes and oversees business intelligence program development integrating data that supports performance management, case management, outcome reporting.
  • Provides recommendations that contribute to divisional/City initiatives and the effective use of human/fiscal/IT assets and services that will lead to service efficiencies and optimization of resources.
  • Prepares reports for management in relation to changes in business technology solutions, business methods/processes including appropriate staffing levels and resource allocation.
  • Oversees projects and team of staff on the execution and completion of assigned projects (i.e. defines purpose, objectives, project activities, milestones and deliverables, monitors work performance and tracks progress to ensure project goals and time lines are met).
  • Supports senior management in the interpretation of performance/outcome data and creates connections between analyses to provide insight into achievements and underperformance at an office, team and caseworker level. Develops performance measures and provides input into measures to support strategic objectives.
  • Oversees pilot projects and data mining, including trends analysis.
  • Oversees sensitive data and follows all privacy protocols regarding information storage and extraction.
  • responding to ad hoc information requests through sourcing and reporting the highest quality information possible in a timely manner.
  • Develops service standards and performance measures using the request history to guide proactive development of new products and/or processes.
  • Oversees the development of and designs business recovery and performance measures dashboards.
  • Oversees the development and delivery of information and research support for Service Plans, policies and Council reports for all program areas in the division.
  • Creates reports and consults with the Managers regarding data collection findings and recommendations.
  • creates decision support information from operational systems, surveys and third party data sources.
  • maintaining a data dictionary of all valid, tested and repeatable data constructs, data objects and information products.
  • Develops, implements and applies sound information management standards, procedures and tools to provide consistent, accurate, timely information.
  • Identifies, prioritizes and develops data products suitable for disclosure or contribution to enterprise open data repositories.
  • Leads the development and production of information publications such as annual reports.
  • Liaises with information providers throughout the City and other service providers and municipalities to develop and share information and data definitions.
  • Liaises with business users and developers to ensure effective communication and addressing production data and application issues.
  • Prepares and delivers presentations, performance measurement and benchmarking reports and data to staff, the public, external agencies, and community organizations.
  • Develops the teams' knowledge base and oversees the continuous learning required in the Business Intelligence field.

Key Qualifications:

Your application for the role of Business Intelligence Consultant must describe your qualifications as they relate to:
  • Post-secondary education in a relevant discipline such as Statistics, Data Analysis, Data Management, Project Management, etc. or an equivalent combination of education and experience.
  • Considerable experience in at least two of the following areas: Business Intelligence, Business Analytics, Business Strategy or Data Warehousing.
  • Knowledge of one or more tools, such as Power BI, Tableau, Excel, SQL, Python, Alteryx, or R.
  • Familiarity with Agile project management principles and philosophy preferred.
  • Considerable experience in initiating, leading and implementing proactive and progressive change for the purposes of re-designing and/or streamlining services and experience in facilitating operational improvements and/or efficiencies to achieve desired results within critical time frames.
  • Considerable project management experience, including the ability to define and meet project purpose and objectives, undertake all project activities, define and achieve milestones and deliverables, monitor and track progress, and communicate effectively with stakeholders.
  • Considerable experience in conducting research, extracting data, data analysis, summarizing findings, preparing reports and research documentation.
  • Experience in developing Performance Management frameworks, Key Performance Measures and Indicators.
  • Experience designing and delivering formal group training and presentations.
  • Excellent strategic and lateral thinking skills in combination with strong research, analytical and problem-solving abilities.
  • Excellent analytical, problem-solving and conflict resolution skills.
  • Exceptional interpersonal and negotiation skills with the ability to establish positive working relationships and interact and communicate effectively with employees, divisional and corporate staff, outside agencies/and or politicians, other levels of government and members of the public.
  • Experience Working on data analysis with an equity lens or with Indigenous, Black and equity-seeking communities a strong asset.
